On a standard set the open smallpipes chanter has a range of nine notes. In D this would range from D to d with the C
below.
The top c to d interval is about a full tone. Using Irish style cross-fingering this gives C natural or, with two fingers off at the top, a reasonable C sharp.
It works well with
Scottish fingering and has a loud bright tone
